How the market works

Pakistan produces most of the wheat it consumes. Imports fill gaps rather than supplying baseline demand.

Two channels exist. Public procurement is handled by provincial food departments and the federal government through tender. Private import is permitted, but subject to policy that can change between seasons.

Timing the season

Pakistan’s wheat harvest runs from roughly March to May in the plains. Domestic supply peaks immediately after.

Import demand therefore concentrates in the second half of the marketing year, once local stocks draw down. Policy decisions on import permission usually follow the crop assessment.

Meanwhile Black Sea supply — the most common origin serving Pakistan — has its own seasonality, with peak export volumes shortly after the northern harvest. Aligning those two calendars is the practical skill.

Origins serving wheat imports to Pakistan

Russia and Ukraine have historically dominated, on freight advantage and competitive pricing.

  • Protein: 11.5% to 12.5% for standard bread flour
  • Moisture: maximum 13.5%
  • Test weight: minimum 76 kg per hectolitre
  • Falling number: minimum 250 seconds
  • Foreign matter: maximum 2%
  • Damaged and shrivelled grain: stated tolerance

Falling number is the parameter buyers most often omit. It measures sprout damage, and a low result produces sticky dough regardless of protein content.
